Even with paid posts, you can have the caption always visible to everyone (unlike the post's photos and videos).
To keep the caption always visible:
1. When creating a post, write a caption
2. Click/tap Next
3. Turn the Keep Caption Always Visible switch on
4. Click/tap Create Post
There is no Keep Caption Always Visible option for Teaser Posts, because they are by default entirely visible to everybody.
